Service of Process Questions

For a corporate entity registered with a Secretary of State's office, you
serve that entity's registered agent. But who do you serve for a
*non*-corporate entity? Such as:

1. a union (union president???)
2. federal prison (the warden???)
3. county agency (e.g. Health Department for a county)
4. federal agency (e.g. Veteran's Administration).

Any ideas or suggestions greatly appreciated. Talked to several Secretary
of State's offices and was not successful in getting an answer to any of
the above. They, apparently, are only conversant with corporate entities.
