I'm sorry if this duplicates what someone else already posted, since I'm
late at getting to this, but "California Public Agency Practice" is now
published as vols. 41 and 41A of "California Forms of Pleading & Practice."
I spoke a few years ago with Professor Gregory Ogden, the author, who told
me that Bender had decided to publish in this format rather than as a
separate book. It should be available on Lexis.
