Hello Law-libbers,

Thanks to all who wrote on my FDA authority question. (Mike McReynolds
re conflicts of laws area; Steve Whiteside re nonacquiescence issues;
Bill Draper who sent a list of nonacquiescence articles; Melanie Putnam
with the suggestion to try Administrative Law treatises.)

Apparently there is no direct answer, but the attorney was pursuing the
idea that federal agencies could nonacquiesce on some issues, but that
the courts retain jurisdiction with constitutional issues.
