Washington, D.C., January 23, 2003
The Securities and Exchange Commission today adopted final rules to
implement Section 307 of the Sarbanes-Oxley Act by setting "standards of
professional conduct for attorneys appearing and practicing before the
Commission in any way in the representation of issuers." In addition,
the Commission approved an extension of the comment period on the "noisy
withdrawal" provisions of the original proposed rule and publication for
comment of an alternative proposal.

Is there any way to get copies of SEC final rules and regulations
before they're released to the Federal Register? Last week's SEC Open
Meeting (1/15) made reference to new regulations that had been
promulgated (Regulation G, Regulation BTR, and regulations implementing
Sections 406 and 407 of S-Ox among others). This information was also in
an SEC press release (2003-6). However, I can't find the final regs
anywhere. I've checked the SEC web site and have looked at every Federal
Register issued in December and so far this year. I have the proposed
rules (from much earlier in 2002), but the attorney insists that the
final rules have to be out there someplace. Can anyone help?
