I was able to locate the final version of Regulation G, but not the others.
At the SEC website, click on "Regulatory Actions" and then "Final Rules".
The release number is 33-8176.

Subject: SEC final rules

Is there any way to get copies of SEC final rules and regulations before
they're released to the Federal Register? Last week's SEC Open Meeting
(1/15) made reference to new regulations that had been promulgated
(Regulation G, Regulation BTR, and regulations implementing Sections 406 and
407 of S-Ox among others). This information was also in an SEC press release
(2003-6). However, I can't find the final regs anywhere. I've checked the
SEC web site and have looked at every Federal Register issued in December
and so far this year. I have the proposed rules (from much earlier in 2002),
but the attorney insists that the final rules have to be out there
someplace. Can anyone help?

Thanks so much!
