I believe one can apply at any Probate Court. These
Courts are generally located in Town Hall.

Good Morning!
I have a CT resident who needs to renew a passport. Can it be
done locally besides going to the CT Passport Agency in Norwalk or via
snail mail?
In Essex County, NJ the passport people make the rounds of local
town halls on a rotating basis. You still receive your new passport by
mail. Is there anything like this in CT?
Any help appreciated.
