I developed my own using Inmagic, which I then converted to DB Textworks,
the Windows version of Inmagic. It runs on our Library intranet. I
created it to track MCLE units for California lawyers. I wrote an article about it a long time ago in Law
Office Computing, but it is probably pretty dated by now.
Unless you need to apply MCLE rules from a lot of different states, I
wouldn't bother purchasing off-the-shelf tracking software -- designing a
simple program that adds up the units wasn't difficult.
