The Board of Governors of the Federal Reserve System is considering the
elimination of the "Legal Developments" section of its Federal Reserve
Bulletin. The material would continue to be maintained on the Board's
public Web site (see http://www.federalreserve.gov/banknreg.htm). This
section of the Bulletin includes Board Rules and Regulations, Board Orders
on banking applications, and other legal notices. Board testimony before
the Congress is no longer reprinted in the Bulletin and is now only
available on the web (see http://www.federalreserve.gov/s-t.htm).

The Board is seeking comments from the library community concerning this
issue. For instance:

Is the Web an acceptable means to publish this material and would they be
viewed as official documents?

How long should material like Board orders on banking applications be
maintained on the Web if they can always be obtained through a Freedom of
Information Act request and should they have an a permanent URL?

What sort of library patrons use the Bulletin, especially its legal
developments section, and would librarians be willing to assist patrons in
obtaining the information on the Web?

You may send your comments to me and I will forward them on to those
considering the changes. A subscription to the Federal Reserve Bulletin
(published since 1915) is free to academic and public libraries that
request it.
