My first response is to tell you to look in the CIS U.S. Serial Set Index
for 1789-1857, which has a Finding List and Subject Index. This source is
supposed to include reports going back this far and lead you to the U.S.
Serial Set. I've started looking up the term Military in the Index, but
haven't gone much further yet.
Actually, this might be more useful: Looking in the Finding Lists volume
for those years, I can turn to the section that covers just 1828-1829 and
look through the list of House Reports (as well as House Documents). There
is also a list for the 1827-1828 session. Searching by year and House would
seem to narrow it down.
