I have never come accross something as extensive as "explanatory memorandum"
in California or in my home state, New York before. I should think what you
got at the website is all there is. I assume you got the Legislative
Counsel's Digest and the committee reports. Also, sometimes there is an
accompanying memo from the author of the bill. This is not a legal advise.

I am hoping someone will kindly provide me with some direction for research
for an older CA Bill.
Most jurisdictions in Australia produce "explanatory memorandum" that
accompany a Bill when it is first introduced into Parliament.
I have been asked to get the equivalent to a 1995 California Bill:

FEBRUARY 24, 1995
An act to amend Section 453 of, and to add Section 10009.4 to, the
Public Utilities Code, relating to public utilities.
I have located some information on http://www.leginfo.ca.gov/ but am not
sure if that is all there is.
Can someone please tell me if a separate explanatory document is produced
when a Bill is introduced (or at any other stage) and if so, where I will
get this from.
I have tried Lexis, but wonder if there is something else.
