"R.C.L." is not a statute at all, but the predecessor of the ALRs.
It stands for "Ruling Case Law."
(silly me, I equated it with RCW, RC, RRS, R&B, RCS, PPC and other earlier versions of the Washington code.)

13.Eligibility of corporations.-Since, as has been seen,the practice of
law is not a lawful business except for members of the bar who have
complied with all the conditions required by statute and the rules of the
courts,5 and as these conditions cannot be performed by a corporation,it
follows that the practice of law is not a lawful busines for a corporation
to engage in.As it cannot practice law directly,it cannot do so
indirectly,by employing competent lawyers to practice for it,as that would
b an evasion which the law will not tolerate.6

presumably it's a statute which prohibits a corporation from practicing law
I checked the parallel table for citations in all the earlier compilations,
Codes of 1854, 1881, Hill's, Pierce's, Ballinger's, Remington, etc.
but have come up empty
