Fletchers Cyclopedia of Corporations - mild rant

We received a shipment of pocket parts for Fletcher's
Cyclopedia on 9/27 which cost $782.28. We received a
shipment containing voume 19 and 20 supplements on
9/30 which cost an additional $153.17. My question is
1.) Why could these shipments not have been combined?;
2.) Why are they priced separately and so expensive.

At the very least these shipments should have been
combined to save shipping, at most they should have
been treated as a single update and billed together,
since both shipments combined constitute the 2002
update to the set. The way this was handled makes it
look as if West is simply trying to make the set
appear less expensive to maintain than it actually is
by not sending one large bill.
