Hi from New Jersey!
Please advise the meaning of the term "chaptered by the Secretary of State" as
it refers to a bill which has been passed and signed by the governor.
Is the date it is "chaptered" the effective date of the law if the law
specifies immediate implementation (and not some other date)??
