In Texas, before a state agency can enter into a consulting services
contract, it must publish a RFP in the Texas Register. The RFP must
describe the project, give person to contact, and date RFP is due.

For example, if a university needs outside counsel for Intellect Property
consulting, it runs an announcement in the Texas Register.

I have checked the statutes and admin codes for Az, Ar, Al, and NM and did
not find any clues. Can anyone tell me the consulting contract procedures
universities in these states must follow to hire outside counsels for IP
matters. Thanks in advance.
