RE: Americans who acted as Advisors to Foreign Governments or Leaders

This question reminds me of when Time Magazine reported in 2000 that Vaclav
Havel had personally spoken with then US Secretary of State Madeleine
Albright about the possibility that she would run for the Czech presidency
when he retired in 2003. Although she later denied she had such plans, she
refused to give a Sherman-like statement that she would never consider such
a race. (Havel, of course, spent many years in exile in New York City and
may have even received US citizenship).

The US Department of State has a circular warning that such service could
be interpreted as an intent to renounce ones citizenship:
