I know William Brock, who was United States Secretary of Labor was an
"agent" for Taiwan and Panama. Most American citizens who represent foreign
governments are to register with Department of Justice under the Foreign
Agent Registration Act (22 U.S.C 611 et. seq.). I think there is a yearly
report listing all "persons" who have filed as "agents" under this act. If
you think this is worth pursuing, contact the "FARA Unit" of U.S. Dept. of
Justice.
