I recently asked for suggestions of reasonable benchmarks to use in
setting expectations for looseleaf filers. The common denominator to
the answers was approximately 1-3 typical releases per hour, with expert
filers doing about 10 per hour.
Specific responses included:
* 3-10 "lines" per minute (pages removed and replaced)
* 45 titles in 8-12 hours
* 1 inch/hour (minimum)
* 3-6 releases per 2 hour block
One suggestion was to require written shift reports of filers, and one
comment was that it's the instructions that are particularly
time-consuming. The librarian at the U.S. Court of Appeals had also
promised to send a summary of the requirements they use in contracting
out their filing.
