When I received my copies I called West to find out what was up. The
customer service rep told me that they had been doing this for the past year
and I must not have noticed it! Sure makes you feel good knowing you have
customer service there for support.

Combining these seems to be very wasteful which we'll pay for in many ways.
I really doubt West is going to absorb the cost to ship this unwanted
volume. I don't subscribe to the Federal Appendix and don't want it taking
up extra space on my shelves, even if only temporarily. Now I have a extra
advanced sheet volume that I didn't want or order and I'll probably recycle
it straight away. Seems like another situation of trying to fix something
that's not broken.

There was an interesting changeling in this morning's mail - issues 15 &
15A of what appears to be a combined Federal Reporter 3d / Federal
Appendix advance sheet. It's the first time I've heard of where advance
sheets for separate sets have been combined, and it raises some
interesting questions.

How do you shelve it? With the Federal 3d, or with the Federal
Appendix? (Maybe you need to get two copies.)

How do you bill it? With the Federal 3d subscription, or with the
Federal Appendix subscription? (Maybe you need to pay for two copies.)

And, my personal favorite, why would you send it to someone who very
specifically chose NOT to subscribe to the Federal Appendix, and who
returned every shipment that arrived, even the free ones? (Maybe you
need not to combine it to begin with.)

So, what's going on here? If anyone knows, I hope they'll share the
information, because I'd sure like to know.
