I don't believe this is anything new. For as long as I can remember, each year most issues of the USCA pamphlets had the new laws codified, but the last few issues, which came out shortly before the new pocket parts were issued, would only include the laws uncodified. I admit that this is something of a nuisance, but the problem is short-lived (e.g. until the pocket parts are issued).
