It must have been in 1983 (yucky brown--as opposed to 1998's ok brown) when
I asked a Office of Federal Register program specialist exactly WHO chooses
CFR colors. She laughed and said that the person who selects the colors
takes a lot of heat each year about whatever choice he makes. And Denise
said that I wouldn't BELIEVE some of the colors they reject. :)
