I have been trying to locate a source for this California Labor Commissioner
letter ruling. The citation I have is:

2226, 1174. The contact for this is listed as Dept. of Industrial

That phone number consists of an endless number of recorded messages
followed by a busy signal. I have tried the DIR website, and Lexis, with no
luck.
If any of you can point me in the right direction, I would be very, very
