Bush ... authorized Medicare coverage for the treatment of Alzheimer's disease

The NYT reported yesterday that: "The Bush administration, in a major
change, has authorized Medicare coverage for the treatment of
Alzheimer's disease" Evidently this is was done quietly by way of
instructions "late last year" to the companies which process Medicare
claims. My colleague has been searching for these instructions
(Internet govt sites, Lexis, Westlaw, publications of major legal
vendors) but has not yet located them. Has anyone else been able to
locate these "instructions"? Thanks for any suggestions! (Don't you
just hate the way this administration tries to slip things out e.g.
FOIA)?
