Buying low-cost legal subscription service and computer hardware

Our public law library will be buying a low-cost legal subscription service
that will offer caselaw, and perhaps other legal info. We have dropped our
subscriptions to the regional reporters (except Pacific). We cannot afford
Lexis or Westlaw. I have heard good things about Loislaw. Does anyone else
have opinions on low-cost legal subscription services?

Next summer we will move out of the courthouse and be on our own in a
downtown office building. We will have no computer support personnel, since
the State of Colo. will be ending its funding for the library. The bar
library committee has asked me to research which computer, printer, modem,
ISP, etc. to recommend for purchase. Does anyone have any advice? I know
about cnet.com as a resource.
