Here is how our head of IS handled them:
__________
I've already received the invoice and the phone call. I asked them to
produce a contract signed by an officer of the firm with payment terms
spelled out in detail. They took my fax number and promised to get back
with me. I've haven't heard from them in 6 months.

Not reporting this kind of abuse is what these people count on.

You, or maybe CRIV, could try the FBI Economic Crimes Unit. I don't think
that there is a firm that has not been hit by these people.

These people just "attacked" me claiming, that we dared to return unordered
merchandise and that they have me on tape agreeing to the shipment.  When I
said there was nothing in writing and that it was a scam that I would
report them to the Better Business Bureau and Secretary of State's offices
they just continued to press. I hung up. Another person called back
immediately and I hung up. They then called our main number and harassed
our receptionist who put them into my voicemail. On the voicemail they told
me I was "very rude" and that they only wanted to help me by giving me the
phone number for the Winston Salem BBB. WHAT WILL IT TAKE TO END
THIS??????? Can't AALL, SLA or ALA make a response to these practices?
Does anyone have suggestions beyond BBB and Sec of State? I am at my wit's
end with all of these obnoxious, harassing thugs.
