1960s Federal Register/CFR electronic

One of our professors has been looking for an electronic version of the Federal Register/CFR from the 1960s. Would anyone happen to know where I could obtain it? Westlaw and Lexis both go back to the 1980s; GPO seems to only go back to the early 1990s. I did find some agencies with listings from the 1960s, but nothing from Treasury - the agency he is interested in.

Any help would be greatly appreciated!!
