I have had similar problems with several such publishers including World
Data Link and International Business Directories. They are very insistent
and deceptive. They quote a title similar to one you may actually receive
from another publisher. When you say that you have not purchased this title
from them, they vaguely suggest that they are affiliated with the publisher
that you do purchase it from. Upon agreeing to delivery, on the condition
of the afore-mentioned qualifications, they then have another person from
the "shipping dept" call to confirm your address. They record this
conversation and when the material arrives and you realize it is something
you have never ordered and do not want, they then produce the recording of
you accepting delivery and insist upon payment. They will then hound you
for months for payment and each time a different person calls.
 
Even when you're vigilant they can still catch you off-guard. I received
one such call a couple of days ago from International Business Directories.
The person was so bold as to claim to have a CK# for an invoice for a
previous edition that we'd purchased from them in the past!?! I continued
to insist that we did not purchase said material from them and they finally
just hung up.

How about World Data Link directories and International Business Index?? All
are impossible to deal with. I have been harassed by both since arriving at
this firm. They both do exactly as you describe. I sent one item back with a
so-called Return Code, but it was refused. I was contacted again an hour or
two ago by International Business Index. None will provide anything in
writing saying we have subscribed, etc. All say someone will call to confirm
the items shipment [is that necessary??]
