The document you are after appears to be the "Final Report Of The 1955
Attorney General's National Committee To Study The Antitrust Laws". The
Antitrust Civil Process Act 1962 (the "ACPA Act") had its origin in that
report. You will find some discussion of the Report, and of the legislative
history of the 1962 Act, in the US Department Of Justice (Antitrust
Division) downloadable pdf 157-page document at:-

I have not been able to find on online copy of that 1955 Report, but maybe
some USA Law-Libber can help you, now that its correct title has been
identified.
