There are legitimate avenues for collecting this type of information
through established law enforcement agencies under appropriate and limited
circumstances.

The accuracy of the numbers is most important. If you're conducting criminal
enforcement research and want (for example) to search lead charge (and what
happened to the referral) by state, county or federal judicial district, you
might want to check out Transactional Records Access Clearinghouse. The
subscription site ($32/mo) has everything, but the public site at
trac.syr.edu still provides a lot of valuable data and gives you an idea of
what they offer. Here are published examples of TRAC research:
