CFR subscription service

Although I am used to dealing with the idiosyncrasies of publishers, this
one just doesn't make sense! Perhaps the problem is that I am being
logical and fair. Maybe someone out there can play "Devil's Advocate," and
explain the reasoning behind this one!

After a year relying on on-line versions of the CFR, our library decided to
return to a paper subscription. We thereby learned of an odd GPO policy.
 Certain volumes of the CFR which have not changed are not reprinted every
year, though a new cover matching the spine color for the year is
distributed (e.g. in 2001, volumes 1&2 and parts of 7 so far). A new
subscriber would naturally expect to receive all volumes as part of the
subscription, but no! The contents of the volumes which are not newly
printed must be purchased separately for a price ranging from $6 to $100
 per volume. Notice of this surprising
policy is only received when one inquires about the contents of an empty
cover one has received.
