I am looking for a bill introduced by Henry Clay on April 16, 1832.
The bill is alternately referred to as:
"bill for appropriating, for a limited time, the proceeds of the sale of
public lands, amongst the several States," and
"Public Lands Bill" both in Gale's and Seaton's
and
"Distribution Bill of 1832" in a recent source.
We have found the debates and the committee report in Gale's & Seaton's
Register, but we are missing the precise language of the bill. We have been
through many biographies of Clay (which helped us identify that we were
looking for a land bill), and many items on the African Colonization Society
(which was our initial lead.)
The bill came close, but did not become law. I believe it got caught in a
Jackson pocket veto as a side issue of the Tariff Bill fight with South
Carolina in the 1st Session of the 22d Cong, and had House of
Representatives problems on the old issue of small states with big
populations versus large states with sparse populations, the latter having
most of the public land in the 2d Session.
