Does anyone know where I can find a copy of a document with the title:

Federal Interagency Statement on Retail Sales of Non-Deposit Investment Products?

I have checked OCLC for the title and came up with 0 and since I am not sure which agency to start with, I am not quite sure where to begin my hunting in the morass of government documents.
