Last month I posted an SOS to the list asking if anyone published a
compact, paperback desk copy of all the SEC rules and regulations. Here's
a summary of the many responses I received. Thanks to all of you who
helped me out!
1. There is a 2 vol. paperback set ('33 and '34 acts) called the "SEC
Handbook," from RR Donnelly. Free to clients, but $57 plus tax and
shipping otherwise.
2. West's "Securities Regulation: Selected Statutes, Rules and Forms."
Published annually and runs about $38.00. One librarian strongly urged me
NOT to buy this product, saying "it's chock-full of errors and expensive to
boot." Note also that it contains _selected_ materials.
3. Merrill/Magnus publishes the "SEC Selected Statutes, Rules and Forms."
Whether it's free to all or just to Merrill's clients was not clear. An
alternate title given to me: "Federal Securities Laws: Selected Statutes,
Rules and Forms." Still, it is not complete.
4. Bowne's Appeal Securities Act Handbook. This is a looseleaf, and
updated periodically. Est. cost $140.
5. Warren, Gorham & Lamont (RIA Group) publishes the "SEC Guidelines:
Rules and Regulations." The intro states that it is a compilation of
regulations, forms, schedules, accounting bulletins, releases and industry
guides issued by the SEC that are used most frequently by accountants whose
clients must comply with the SEC registration and reporting requirements.
6. Jennings & Marsh, "Selected Federal Securities Statutes," published
annually by the Foundation Press.
7. Securities Lawyer's Deskbook, an online source of major federal
securities statutes, regs and forms (www.law.uc.edu/CCL/sldtoc.html).
