For free Supreme Court Briefs, try:
FindLaw Constitutional Law Center (http://supreme.lp.findlaw.com/supreme_court/resources.html) - 1999-2000 term OR
Solicitor General Government Briefs (http://www.usdoj.gov/osg/briefs/search.html) - July 1998-present and selected briefs from 1982-96

I found your JEM brief on the Solicitor General site (search by keyword using brief #).

There's also BriefServ (http://www.briefserve.com/home.asp) which offers briefs at a cost, but dockets are free - with registration
