Thanks everyone who offered suggestions. Turns out only orders concerning
regulations are published in the Fed. Reg. Those that are not concerning
regulations are considered Internal Documents and must be requested
directly from the Office of Legal Counsel. I was very happy when I
received my fax yesterday.
