"Unpublished" ALR Question

I found the ALR annotation on both Westlaw and LEXIS and the cite they both have
is 2000 ALR 5th 17. The annotation on Westlaw has the following note: This
annotation has not been released for publication in ALR and is subject to
revision or withdrawal.

Is this something new to publish or pre-publish annotations online only? In
the past, I think the online annotations have all been annotations that were
from the books. Have I missed some announcement of this new service? Can
someone from West or anyone else explain this?
