Print Congressional Record and Index

Members of the Law Library Community:

I have just learned that the Joint Committee on Printing in October issued a 4-page survey on the usage and formats of the Congressional Record and the Congressional Record Index. It is hidden away in the first pages of the print Congressional Record Index, Vol. 146 Nos. 120-128, October 2 to October 13, 2000.

The purpose of the survey appears to be to get feedback on the use and usability of both the print and the electronic versions of the CR and its Index.

However, my concern is that the Joint Committee on Printing, under the leadership of Rep. Bill Thomas (R-CA), has long wanted to end the paper distribution of these and other titles that are important to our communities and to the American public. I suspect that few readers have noticed and returned the survey, and that a lack of response will be an affirmation to the JCP that they can take steps to discontinue the print versions of these two important titles.

If you need proof that this is indeed the end goal, just think back to the struggle we had last spring with the House Appropriations Committee to fund the depository library program and the continued paper distribution of many important print titles.

ACTION: Please find and complete the survey, following instructions to fax it to the JCP at 202.225.9957. There is also an option to respond via e-mail, but because our goal is to demonstrate our usage of and continued need for the print versions of these titles, a reply by fax of the print survey seems preferable,

No deadline was mentioned, and so I would suggest that you respond at any point during the next two weeks (so that the surveys arrive sporadically).
