"Silken colors that are carried often have gold fringe added as an
enrichment to the colors. These flags are primarily in official ceremonies
and parades and for office display. It is the custom not to use fringe on
flags displayed from stationary flagpoles equipped with a halyard. Since
fringe is not regarded as an integral part of the flag but is intended to
enhance its beauty, its use cannot be said to constitute an addition to
the design prescribed by statute."
