West publishes a softcover edition, which our attorneys have been quite pleased with. Woolcott may be the other company you're thinking of.

I know that the looseleaf version of the MPEP is available from GPO. I have
seen another company produce it in a softcover book format, but the name of
the company escapes me, and I don't think it was one of the regular
publishers (I could be wrong). Can someone more familar with IP work help?
