I think the problem is in the way the figures are reported -- I remember
this coming up once before. I'd check the newspaper databases, I know
there are articles explaining the discrepancy. I seem to remember that it
was due to the fact that the "official" figure only counts those registered
as unemployed with the gov't. You might see whether you can find
discussion of those figures in the news, I'm sure I read an article once
that explained it.

Also, the Asian Development Bank chart on China shows 3.1%, but says this
only measures urban
