I have been given the name of a case - Leek and Blum v City of Port
Republic - supposedly at 15 Mun Law Rev 37 (March 1993). I cannot locate
this journal locally. In fact there are several Municipal Law Reviews but
they all start with another name. So the citation may be wrong. I would
greatly appreciate it if someone could fax me the opinion or e-mail the
