I am trying to locate if one exists a listing of all the states, specially
municipalities that have ordinances that do not allow the use of mobile
phones while driving a vehicle. I know that in 1999 the New York City
Council proposed a local law that is still pending that deals with this
topic. I have checked the National Survey of State Laws, Subject
Compilations of State Laws and various web sites, with no luck. Any help
would be appreciated.
