The bulletin you are looking for was published in Wage & Hour Manual,
Cummulative Edition, 1944-1945 at page 234. Perhaps armed with this
information, Wage and Hour Division should be able to assist you (if you can get
someone knowledgeable). That publication has been discontinued (I think?).

I am looking for the Department of Labor Wage and Hour Division Interpretive
Bulletin 13, dated 7/1939. Would anyone know where I could find it? Many cases
refer to it (without any other information), but the DOL tells me I don't have
enough information.
