Borrowing a book in Britain

Could somebody confirm (or not) the truthfulness of something I heard
on National Public Radio yesterday. In a report someone said that
everytime a book is borrowed from a public library the author of the book
receives some sort of payment. Does anyone have knowledge whether
this is true?
