It most likely wasn't published. In 1983 when this case reached the
Supreme Court, only a small percentage of US District Court cases were
published in F. Supp. Given the case in question is a Social Security
benefits claim (albeit with constitutional elements), I doubt it even was a
candidate for publication.
I suspect a slightly higher percent of District Court cases are published
in reporters today (something is making those sets grow so fast, although
it could be the size of individual opinions) and many more are getting
published on services like Westlaw/Lexis, which were only in their infancy
in 1983.
