Sitting on my desk is a copy of volume 21 (1995-98) of Administrative
Decisions under Immigration & Nationality Laws. It's bound, looks just like
volumes 1-20, and includes a cumulative subject index covering volumes
16-21. But your library probably don't have this volume. GPO only printed
enough copies last fall to fill the order of the Board of Immigration
Appeals -- none for depository libraries, and none for sale. Too bad that
OCLC shows 445 holding libraries for this important series.

It's true that BIA decisions are available on the web
<http://www.ins.usdoj.gov/graphics/lawsregs/biadec.htm>, but with a
primitive search engine instead of a subject index. Neither the website nor
a microfiche reproduction (if GPO releases one) will provide adequate
access to this material -- or else the BIA wouldn't have felt the need to
create this volume for their own use.

Barbie Selby of our library has written to GPO to ask about this volume.
They say they're looking into it. If you want a copy, you might wish to
inquire as well.
