election resource center for the Democratic Republic of Congo (Kinshasa).

Scope of Work
Library Consultant for IFES/DRCongo
Resource Center on Democracy, Elections and the Rule of Law
1) Prior to traveling to the Democratic Republic of Congo (DRC), the
consultant will spend time equivalent to one work day to get briefed on IFES
programming in DRC, the role of the IFES/DRC Resource Center and the overall
political climate in DRC - including safety and security issues. This will be
done by reviewing documents and via telephone conferences with the Program
Officer and other appropriate persons in Washington and with the Program
Manager in Kinshasa.
2) The consultant will travel to Kinshasa, Democratic Republic of Congo where
the remainder of the scope of work will be carried out.
3) In Kinshasa, the consultant will:
· Meet with IFES/DRC program manager Jeremy Heep, IFES/DRC librarian Ntumba
Kabwe, other IFES staff, and certain local partners to become familiar with
the history of the IFES/DRC resource center, its collection, equipment, human
resources and its role within the IFES' "Supporting the Transition to Peaceful
Democratic Governance" and "Strengthening National and Local Judicial Systems"
projects.
· Based on prior existing assessments of the local needs and project goals as
well as her/his own assessment, develop in collaboration with local staff and
partners a strategic plan for the next 12 months with recommendations
regarding:
Ø The acquisition of French language materials in the fields of Democracy,
Democratic Development, Elections, African Politics, Conflict Resolution,
Civil Society, Rule of Law, Legal Reform, Constitutional Law in Africa, Legal
Texts.
Ø The more efficient use of information technology for cataloguing and
organizing the collection
Ø The prevention of theft and vandalism
Ø The establishment of province-based resource centers
Ø The focus of the resource center's outreach events
Ø The creation of structures that will allow the center to continue its
functions once IFES programming ends
4) The consultant may travel outside Kinshasa to experience resource center
outreach events and to assess the needs of people in the provinces with regard
to information on Democracy, Elections, Peace, the Transition, and Political
Processes. Her/his per diem will follow U.S. government regulations.
5) Toward the end of her term, the consultant will share her/his findings with
the IFES/DRC team and develop - in close collaboration with Program Manager
Jeremy Heep and librarian Ntumba Kabwe - strategic plan (in French) for the
upcoming 12 months. A draft of the strategic plan will be ready at least two
days before the end of the assignment for the IFES/DRC team to review and
comment on. The final product will be submitted prior to the consultant's
departure from Kinshasa.
The strategic plan will include the following elements:
Ø Background
Ø Objectives
Ø Sections addressing:
o Acquisitions
o More efficient use of information technology
o Prevention of theft
o Establishment of province centers
o Outreach events
Ø Outline of specific activities
Ø Timeline for activities
Ø Strategy for IFES disengagement from Resource Center
6) Upon completion of her/his contract, the consultant will submit a final
narrative report to IFES/Washington in English. IFES/Washington will provide
guidelines on content and length.
7) The Consultant will not make any public statements or other statements to
the press unless directed by IFES.
8) The Consultant will be briefed and will follow all IFES procedures and
policies regarding safety and security in Kinshasa.
