Delaware historical problem

I am hoping that some kind Delaware law librarian who has researched the
history of the Delaware constitution will be able to make some suggestions.
Article I, Sect. 9 of the current constitution goes back to the 1792
constitution, and was drafted as part of a separate document drafted by
John Dickinson. I am looking for any evidence as to how this provision was
understood by Dickinson or his contemporaries. It is the remedies/due
process provision, and I need to know whether it was regarded as
guaranteeing a remedy for injury in a substantive way, as well as a
procedure. If there is a biography of Dickinson, or a law reivew article,
or early cases, or anything which sheds light on this--as far back as
possible, I would appreciate hearing about it.
