CENTRAL RESOURCE LIBRARIAN
POSITION OBJECTIVE: The position of Central Resource Librarian for the Los
Angeles Sheriff's Department will be to add value to the Department to
support solid decision making, research processes and activities through
consistent leadership and direction in the area of information and knowledge
management. This individual will be responsible for providing strategic
direction in the area of information and knowledge management
department-wide. They will manage information resources and develop their
collections to provide the most cost effective information solutions. They
will provide department members with information or data required to make
appropriate decisions as well as consult with them on their information
needs. It will be essential to develop, implement and operate programs that
will meet the information needs of library clients.
PRINCIPAL DUTIES AND RESPONSIBILITIES: Develop strategies, establish
polices, provide leadership, set objectives, and manage activities that will
achieve the mission and purpose of the library in support of a): the mission
of the department and the information needs of research programs; b): the
information needs of the members of the Los Angeles County Sheriff's
Department and c): the information needs of the law enforcement community as
a whole. Identify and provide solutions to the diverse information needs of
the various clients that will make valued contributions to their success.
Work with the department management team to determine their information
requirements, and the implication of their strategies and priorities on the
Resource Library's agenda, so as to meet their needs and provide support as
they evolve. Manage the collection development of the library through the
acquisition of the library materials and software. Initiate and implement a
wide variety of information resources and services. Oversee the
standardization of information collection and dissemination throughout the
Department. Provide training in research methodology for all the employees
and encourage them to seek the appropriate resources for their needs as well
as the ability to understand and respond to questions and determine their
true information needs. Assist individual units in creating libraries in
order to assure uniformity. The Resource Librarian must possess the
analytical ability to analyze various methods of accessing information, the
ability to determine the most efficient method of access, and the ability to
explain why one method is better that the other. The position requires
someone who is able to work under tight time constraints when necessary and
to design and pursue logical search processes via both hard copy and on-line
resources.
REQUIRED SKILLS, ABILITIES AND TRAINING: Computer literacy, including an
understanding of electronic resources. Excellent communication skills, both
oral and written, and interpersonal, and organization skills. The librarian
must interact with personnel at virtually every level of the Department. He
or she must develop and maintain working relationships with a broad spectrum
of personnel. Flexibility and the ability to manage multiple projects with
varying time and priority constraints; being able to plan and implement in a
constantly changing environment. Demonstrated training, presentation, and
documentation skills. Attention to details. Strong services orientation.
Additional training in the areas of: computer skills enhancement courses,
grant writing courses, On-going library professional development course
work, workshops, seminars, or training. Participation in professional
associations.
EDUCATION EXPERIENCE: A Master's degree in Library and Information Studies
(or equivalent) preferred as well as five years experience in performing
specialized professional library work at a management level.
