Just like to add my two cents on this issue.

I believe that these requests should be handled on the
local level. Libraries should turn to their local list
servs first and if all else fails, turn to Law-lib. No
need to use a baseball bat to swat at a fly!
In all seriousness, this would help cut down on some
traffic.
