CCH's Report Bulletins

For informal survey purposes only, I would like to know what method law libraries, particularly law firm libraries, are currently using for disseminating information contained in CCH's topical law report bulletins to attorneys. Subscribers are not permitted to make multiple copies or reproduce CCH bulletins and circulate or distribute them without their permission and payment of a fee.

(It's unfortunate CCH report bulletins do not have a TOC which can be reproduced without the same restrictions.)

Do you...

 - route one or more originals?
 - have permission to copy from CCH and pay a fee?
 - use electronic or alternative sources for which permission is not an issue?
 - have Copyright Clearance Center blanket licensing?
 - other?
